The empirical focus is on the technological innovation system of the Finnish cleantech sector and the role of the intermediary network of low-carbon municipalities (the HINKU network) in complementing and challenging it. The study also answers the call for more place-based analyses on technological innovations by providing a case study in the municipality of Ii – one of the forerunner municipalities of low-carbon transition. Based on the analysis, recognising of intermediary organisations could be an effective way of covering some of the weaknesses and integrating local contexts of implementation in the national innovation system.
